
In 1991, Tennessee’s Statistical Analysis Center (SAC) was created by Executive Order. It is housed in the Information System Division and operates as the Crime Statistics Unit (CSU). In 1995, the Tennessee Bureau of Investigation received a grant which allowed the agency to implement the Tennessee Incident Based Reporting System (TIBRS). As a part of this system, all law enforcement agencies in the state are required to report their crime statistics to the TBI for publication in the annual “Crime in Tennessee” report as well as other annual and specialized reports.
The CSU is currently transitioning from the free, desktop version of TIBRS created years ago, to web-based RMS known as the Tennessee Crime Online Portal (TnCOP). TnCOP will change how law enforcement agencies across the state report crimes for statistical purposes to TBI. Both TnCOP and the Consolidated Records Management System (CRMS) are part of the Tennessee Fusion System being implemented by TBI and the Tennessee Department of Homeland Security.
